As the temperatures drop, so do the leaves. Time to "Recycle the Fall."
When you rake leaves this fall, think about turning them into valuable organic materials like compost instead of trash. Recycle the Fall is a citywide, curbside collection program that runs from October 29 through November 30. Leaves, grass clippings, flowers, and other garden wastes can all become organic materials instead of trash. When you participate in Recycle the Fall, you help divert hundreds of garbage truckloads from the landfill.
Participation is easy and the Boise Public Works Department makes it a bargain when you use the postcard coupon sent to every Boise City household. Redeem the coupon at a participating retailer for a discount of $2.00 on every package of five paper leaf bags. You can purchase up to five packages with the coupon and save up to $10.

The City of Boise's Neighborhood Reinvestment Program is designed to provide the means for neighborhood associations and the City to join in partnership with each other to make physical improvements that will enrich the lives of our citizens, enhance the identity and quality of life in our neighborhoods and encourage a strong sense of community.
FY 2008 Neighborhood Reinvestment Grants Program
Neighborhood associations that are registered with the City of Boise are eligible to apply for reinvestment grants for projects that are within the city limits. The application deadline is December 28, 2007.

Customer growth for the third quarter of the year for Idaho Power is off last year's pace, but corporate officials say it remains within the growth projections of the company's 20-year Energy Plan for the Future. That plan, also known as the 2006 Integrated Resource Plan, calls for growth of approximately 9,500 customers per year over the next two decades.
At the end of September the company had gained 7,054 customers of all types in its southern Idaho and eastern Oregon service area - down from 10,983 added at the end of the second quarter last year.
Overall the Boise-based utility had a total of 479,353 accounts of all types, including residential, commercial and irrigation, on its books at the end of September.

The nine-story patient care tower - Saint Alphonsus' Center for Advanced Healing - represents a wonder of modern health care architecture, but it is much more than that. McLean, VA - Freddie Mac (NYSE:FRE) today released the results of its Primary Mortgage Market Survey® (PMMS®) in which the 30-year fixed-rate mortgage (FRM) averaged 6.40 percent with an average 0.5 point for the week ending October 18, 2007, unchanged from last week when it averaged 6.40 percent. Last year at this time, the 30-year FRM averaged 6.36 percent.
The 15-year FRM this week averaged 6.08 percent with an average 0.6 point, up from last week when it averaged 6.06 percent. A year ago, the 15-year FRM averaged 6.06 percent.
Five-year Treasury-indexed hybrid adjustable-rate mortgages (ARMs) averaged 6.11 percent this week, with an average 0.5 point, down slightly from last week when it averaged 6.12 percent. A year ago, the 5-year ARM averaged 6.11 percent.
One-year Treasury-indexed ARMs averaged 5.76 percent this week with an average 0.6 point, up from last week when it averaged 5.73 percent. At this time last year, the 1-year ARM averaged 5.57 percent.

The Élan Collection, a private residence club, has purchased a site at Tamarack Resort for $17.2 million and plans to build 60 condominiums there, according to a press release.
Élan Tamarack would offer fractional ownership homes with club-level services and amenities. Amenities would include a private wine label, a concierge, and Harley-Davidson motorcycles for touring the Payette River Mountains. Developers plan to break ground in 2008.

Three of the country's largest banks are expected to announce that they are creating a large rescue fund to ease the pain on mortgages securities. The plan, backed by the Treasury Department, is designed to assure investors that it's okay to put more money into the troubled credit market. The new fund will be able to buy as much as $100 billion in bonds and other debt, and will prevent a sudden sell off of assets. That's what happened in August. The cost of mortgages soared and the stock market plunged.
